Who is responsible for a bribe: the giver or the taker?

    Hi guys!

Whenever one looks at responsibility, it's equally important to consider accountability as well. Without someone being held accountable for an expected or desired outcome, merely assigning responsibility for any action is pointless.
While both the bribe giver and taker have specific responsibilities, who should be held accountable for the outcome- giver or taker!

Practically speaking, a bribe is now more or less treated like a cess or surcharge! Is it the Giver Or Taker?

When it's pointed on both ends then only the amount of bribery will be reduced. But it's is sperded like an incurable virus.

Givers are most responsible for the bribing. They encourage the takers for their work to be done. Not only traffic police, in every sector there is bribing.

In my point of view, givers are most responsible for bribing, but both givers and takers are the reason for bribery. we should take action on both side to stop bribery
