Why some offices are refusing to change totally to paperless office?

Already technology overtook the paperwork from us and reduces a lot of works. Now we don't have to have documents/papers for everything. Paperless work is beneficial. Because it consumes a very low time. Very easy. Economically and also ecology gives us benefit. Also to store big data and files it is better and safe. But still, there are offices which are not adapting to current working methods. They are still following traditional ways to do some of their work.

What are the reasons they still need paper works?

I think to become paperless, offices need to fully digitalized themselves which is more expensive that's the reason offices hestiate become paperless.
