I think in a way yes it is. Men get attracted to it.

it sometimes leads to bad decisions like raping if self management is not there. Appropriate education and self management could eliminate this. But as you said they are raping kids also. This may be because of below reasons.

Lack of sex education
Family issues
Physiological problem
Personal revenge

Lol so you do admit it! It depends on how you control the situation thats true, but I think that education will only exists in his/ her mind for sometime until the wrong situation pops in, if im right?!

people who get provoked by a girls improper dressing sense, mostly get only into imagination those people who can control themselves are only getting into imaginations and those who can't are becoming rapist!
