It is a serious topic to discuss. Practically, I rarely hear from rapist stating that 'I raped her because she was too much revealing'. Maybe, they can be attractive with indecent or revealing dresses but that doesn't mean she should be touch without any approval. Dress doesn't give the permission for person to have sexual contact with another person, its purely a person's mindset and emotions. We should not be finding excuses for harassing somebody or touching her/him privates without their permission.

If a women dresses exposing herself indecently , won't that stimulate a human's mind to touch her ?

Human's mind can be stimulate even if she is beautiful and decently attractive. A dress doesn't define the reason for raping.
