Telecommunications Regulatory Commission of Sri Lanka (TRCSL) has allotted numerous Emergency and Hotline Numbers in Sri Lanka for attaining various services and also TRCSL manages all these National Numbering Plan for the telecommunications sector in Sri Lanka with the allocation of numbering resource. This Numbering Plan also offers the structure and guidelines for the use of numbering resource.

Today in this post we have a close look at the 4 digit phone number series that are being in use in our country.

Below are the types of 4 digit Numbers that are being in use.


4 Digit Short Codes Phone Numbers

• Short Codes in 13XX Range for Private Sector Organizations

Guidelines to Apply for 19XX Range Short Codes

A. Short Code Obtaining Fees

To obtain 19XX range shortcodes phone numbers the organization need to pay amount of LKR 500,000 + taxes for a time period of one year and they can renew it at an annual fee of LKR 500,000 + taxes

B. Eligibility to Obtain the Short Code

Only the Sri Lankan Government or Semi-Government Organizations are eligible to apply for shortcodes in 19XX range.

C. Application Progress

1) Applicant should properly fill up the application form and presented the application to the Network Division of Sri Lanka Telecommunications Regulatory Commission (TRC) along with essential backup documents as indicated in the application form.
2) An applicant may offer 5 favored short codes in this array of number series. But TRC is not obligated to distribute the favored code of the applicant. (Applicant should mention their Preference short codes in the application form.)
3) The application forms will be administered based on first come first serve.
4) TRC reserves the absolute right and power to change the assignment process from time to time.

D. Terms & Conditions for the Use of Short code

1) The application of short code shall be on a non-restricted basis and the short code allotted can be revoked by the TRC with one-month prior notice to the assignee.
2) The short code given to the organization cannot be reassigned, rented, disposed or transferred and such kind of acts shall be void and the short code that has been unlawfully reassigned, rented, disposed transferred shall be revoked by TRC and assignment shall be withdrawn permanently.
3) The short code given to the organization should be utilized only for the services of the organization indicated in the application form. Short Code should not be utilized for the services of any other institution. If such case is found, the short code will be revoked by TRC.
4) The application for regeneration of the short code should be presented one month before the expiration of the current period of allotment.
5) The phone number given under Division 3 (b) of the application form is not consented to change up until one year from the date of the application.
6) If the assignee submits the short code to the TRC, TRC shall revoke the distribution and the costs paid to the TRC for that period will not be repaid.
7) The short code given should be utilized within the time period of three months from the date of assignment.
8) The yearly payment paid for a short code will not be repaid in any circumstance.
9) Short code given for use up can be invalid and revoked by TRC in the below circumstances

• The assignee fails to make use of the short code given to them within the time period of three months from the date of assignment.
• The yearly payment is not paid before the beginning of the next period.
• Violation against any terms & conditions mentioned in the assignment letter
• Any kind of modifications or changes made to the National Numbering Plan of TRCSL
• Breaching the terms of the Telecommunications Act No. 25 of 1991 as belittling the Guidelines, Rules, regulations instructions, decisions, etc.
• Illegal use of short code
