Are those who smile often, treated as jokers?

We are instantly attracted to people who have a smile on their faces.
Because smiling is a nice thing to see when we are stressed or depressed.
But often, smilers are not taken seriously. They are often considered as "nice people who are nice to people" and left as such.
Why would people do that?
Is being nice a fault?
Is smiling a sign of weakness?
