Guys, how can we send Instagram direct message to someone without following them?

I am wondering can we send instagram direct message to someone with out following them?,
If yes can you guys tell me the process?

Yes, you can send a message to someone without following them on Instagram. But they have the choice to accept or decline the message. The procedure is, just go to their profile and click on the 3 dots on the right corner, there you will find option Send message. Click on the option and send your message to that person
