How can government treat the psychological errors in the society?

Government is continuously working to protect the rights and mental health of every individual in the country.For this purpose government has various settings like schools,workplace,set privacy standards for people,prohibits abuses and take actions against discrimination to promote civil liberties.But still there are psychological errors in the society. Do you guys have any idea how can government treat the psychological errors in the society? What are the prevention government can do to avoid psychological errors in the society?
