What can we do to substantially reduce the number of rapes?

Whenever we get into the internet or social media we frequently read the news about rapes. Day by day the number of rapes is getting increase. I think making sure to educate children about cultural behaviours and promote being decent human beings is a fundamental way to reduce rapes from our society for the long run.
