Rights some people miss due to geographical based segmentation

Hi friends,
When considering the geographically based segmentation, it automatically created a Gap inbetween people living in various segments of Sri lanka. For this, it mainly causes the income Gap of the community, educational gap and the facilities available in various areas of sri lanka and the job role most of the people enguage in. There is a link between all these reasons and it causes a Gap in Geographical based way. Some time the people from rural areas have to face for various problems rather than people from Urban areas. They have to struggle to live.
But all of the people in Sri Lanka should have the same rights.
But due to this segmentation some of the rulral area people miss the rights which gain by urban area people.
