Whenever one looks at responsibility, it's equally important to consider accountability as well. Without someone being held accountable for an expected or desired outcome, merely assigning responsibility for any action is pointless. While both the bribe giver and taker have specific responsibilities, who should be held accountable for the outcome- giver or taker!
